The Missing Peace: Independent Progress Study on Youth, Peace and Security

Resolution 2250, adopted by the United Nations Security Council in 2015, is the first resolution fully dedicated to the important and positive role young women and men play in the maintenance and promotion of international peace and security. Security Council resolution 2250 requested the Secretary-General “to carry out a progress study on the youth’s positive contribution to peace processes and conflict resolution, in order to recommend effective responses at local, national, regional and international levels”.

This document lists and describes the initiatives referred to in Output 1.2. of the High-Level Global Conference on Youth-Inclusive Peace Processes, 20-21 January 2022: “Implementing the Youth, Peace and Security Agenda, A Guide for Public Officials”. Examples are listed per continent and per country in alphabetical order followed by global level examples. Examples aim to support the suggestions provided in the guide and illustrate the kinds of implementation strategies of the YPS agenda.

Young people are an integral factor in sustaining peace. This guide is designed to facilitate their meaningful contribution to peace and security in your country. In the following chapters you will find insights, examples and guidance to support government actions and shifts in your public policy to make this possible. In recent years there has been a significant shift towards recognizing young people and their roles in the maintenance and promotion of international peace and security.

Youth, Peace and Security: Operationalizing a five-year Strategic Action Plan for youth-inclusive peace processes

Contemporary peace processes have become organized multilayered endeavors to end protracted conflicts, build sustainable peace, and mend relationships between conflicting parties. Inclusion is an increasingly accepted norm to strengthen the durability of peace agreements and prevent the recurrence of violence. It aims to generate a greater collective momentum to combat exclusionary, elite-driven peace processes and enable long-lasting, holistic peace. Inclusivity, nevertheless, presents a multitude of practical complexities and challenges for the design and implementation of peace processes. Despite these challenges, a whole-of-society approach is fundamental to resolve conflict. Integrating young people's perspectives and experiences is essential in broadening our approach to inclusion as we strive towards sustaining peace.

Our Common Agenda Policy, Brief 3, Meaningful Youth Engagement in Policy and Decision-making Processes

The challenges that we are facing can be addressed only through stronger international cooperation. The Summit of the Future in 2024 is an opportunity to agree on multilateral solutions for a better tomorrow, strengthening global governance for both present and future generations (General Assembly resolution 76/307). In my capacity as Secretary-General, I have been invited to provide inputs to the preparations for the Summit in the form of action-oriented recommendations, building on the proposals contained in my report entitled “Our Common Agenda” (A/75/982), which was itself a response to the declaration on the commemoration of the seventy-fifth anniversary of the United Nations (General Assembly resolution 75/1).

Nearly a quarter of a century after the adoption by the Security Council of its resolution 1325 (2000), women’s full, equal and meaningful participation in building peace should be the norm, not an aspiration or an afterthought, but the data show that this is far from being a reality. In peace processes, negotiating parties continue to regularly exclude women, and impunity for atrocities against women and girls is still prevalent. Women continue to face entrenched barriers to direct participation in peace and political processes, and women’s organizations struggle to find resources, while military spending continues to grow every year. This remains the case even though there is ample evidence that women’s participation contributes to more robust democracies and longer-lasting peace.
