Vulnerability To Trafficking in Persons in the Context of the War in Ukraine: Findings from Poland and Romania

The war in Ukraine has heightened socioeconomic vulnerabilities for millions of Ukrainian and third-country nationals (TCNs) residing in the country, amplifying risks on an unparalleled scale and leading to unprecedented levels of displacement within Ukraine and across its borders. According to the United Nations High Commissioner for Refugees (UNHCR), there were 6,554,800 Ukrainian refugees worldwide as of June 2024, including 5,996,500 residing in Europe and 558,300 hosted by other countries (UNHCR, 2023a). The majority of those who have fled the country since February 2022 are women and children.

The UN Action Prevention Workshop in Kyiv, Ukraine, held on Tuesday, 23rd July 2024, focused on strengthening national and community-based CRSV prevention and response mechanisms in Ukraine through a survivor-centered multi-sectoral approach. Over the past decade, there has been increasing evidence of when, how, and why sexual violence occurs during certain armed conflicts, indicating significant variability. Not all parties to armed conflict engage in sexual violence to the same extent or in the same manner, and some do not engage in it at all. Moreover, even within a single armed conflict, the level of sexual violence can vary depending on geographical location and time. Such variability suggests that sexual violence is not inevitable during armed conflict. Furthermore, with appropriate measures and deterrent factors, sexual violence in conflict settings can be prevented.

2023 Annual Summaries of Activities and Good Practices by UN Peacekeeping Operations in Preventing and Responding to Conflict-Related Sexual Violence

The annual report, in its fourth edition, presents activities and good practices carried out in 2023 by United Nations peacekeeping missions to prevent and respond to conflict-related sexual violence (CRSV). The report focuses on the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) and the United Nations Mission in South Sudan (UNMISS). The report is articulated around the five priority areas of the Policy on Prevention and Response to Conflict-Related Sexual Violence in UN Field Missions (2000): prevention and protection of persons facing the risk of CRSV, ending impunity for CRSV, awareness and condemnation of CRSV, enhancing the capacity of national actors and empowerment of victims and survivors through political processes and their referral for support.

LAUNCH OF OHCHR TOOLKIT ON STRENGTHENING HUMAN RIGHTS IN COUNTER-TERRORISM STRATEGY AND POLICY

The Office of the United Nations High Commissioner for Human Rights (OHCHR) developed a global toolkit that aims to support the integration of human rights in Member States’ counter-terrorism strategy and policy. The toolkit sets out key actions in three separate but interrelated areas: Tool 1) Integrating human rights into the content of a counter-terrorism strategy and policy; Tool 2) Building institutional human rights specialist capacity in counter-terrorism; Tool 3) Strengthening government engagement with civil society in counter-terrorism.

Расследования c использованием открытых цифровых данных — это расследования, которые полностью или частично опираются на общедоступную информацию для проведения формального и систематического онлайн-поиска информации о предполагаемом правонарушении. Сегодня большие объемы общедоступной информации имеются в Интернете, где быстро развивающаяся цифровая среда способствует появлению новых видов и источников информации, которые могут помочь в расследовании предполагаемых нарушений прав человека и серьезных международных преступлений. Возможность расследования таких предполагаемых нарушений представляет особую ценность для следователей, которые физически не могут своевременно добраться до места преступления, как это часто бывает при проведении международных расследований.

OHCHR Berkeley Protocol on Digital Open Source Investigations

Open source investigations are investigations that rely, in whole or in part, on publicly available information to conduct formal and systematic online inquiries into alleged wrongdoing. Today, large quantities of publicly available information are accessible through the Internet, where a quickly evolving digital landscape has led to new types and sources of information that could assist in the investigation of alleged human rights violations and serious international crimes. The ability to investigate such allegations is of particular value to investigators who cannot physically access crime scenes in a timely manner, which is often the case in international investigations.

ُيَعّد القرار ،2250 الذي اعتمده مجلس األمن التابع لألمم المتحدة عام 2015 ّ ، أو ُ ل قرار ي َّكرس بالكامل للدور الهام واإليجابي الذي يلعبه الشبان والشابات في صون السلم واألمن الدوليين وتعزيزهما. وقد طلب قرار مجلس األمن 2250 إلى األمين العام "إجراء دراسة مرحلية بشأن المساهمة اإليجابية للشباب في عمليات السالم وحل النزاعات، َ ُّ وضع التوصيات بشأن االستجابات الفعالة على الصُعِد المحلية والوطنية واإلقليمية والدولية".

La résolution 2250, adoptée par le Conseil de sécurité des Nations Unies en 2015, est la première à être entièrement consacrée au rôle important et positif que jouent les jeunes femmes et les jeunes hommes dans le maintien et la promotion de la paix et de la sécurité internationales. Le Conseil de sécurité, dans cette résolution, priait le Secrétaire général de « réaliser une étude sur l’apport des jeunes aux processus de paix et au règlement des conflits afin de recommander des mesures d’ordre local, national, régional et international efficaces ».
